Unique among public works projects, Q&D orchestrated the design team, the development through a lease-purchase arrangement with Washoe County, and the construction.
The Regional Public Safety Training Complex is a model for collaboration with Q&D gaining consensus on a complex project among 30-plus team participants representing 3 police agencies, 4 fire agencies, 1 college and the Washoe County Public Works department.
The administration building is a two-story, 38,000 sf concrete block facility.

“The project goals were realized and exceeded. I have been involved in public works projects for over 30 years. This is the first project that has come in slightly under budget and before the deadline. Q&D exceeded my expectations in making sure the users of the facility got what they expected and desired. Because of the ‘design-build’ process we were able to hire a quality team and get the most out of the allocated funding.”

SYSTEM HIGHLIGHTS
The campus for training fire and law enforcement personnel includes classrooms, computerized live fire technology, gas-fueled simulator for emulating a burning car, emergency vehicle driving course, hazmat lab, confined space rescue, high angle rescue and high rise fire/rescue, and an environmentally safe shooting range. Other facilities include a 5,000 sf single-level armory, a six-story, 10,000 sf burn building and drill tower, and a one-mile asphalt track with a 300 ft. by 350 ft. concrete skid pad for emergency vehicle response training. Essentially, the complex is a one-stop shop for all fire, police and rescue training in the Truckee Meadows.
FINISH HIGHLIGHTS
Q&D moved 305,000 cubic yards of dirt to transform the hilly 138-acre site into a campus. The scope of work included 1,500,000 sf of sub grade preparation, a mile of sewer line, 17.4 miles of electrical, telephone and communication conduit, 525,050 sf of asphalt and a new water system with a 660,000-gallon tank.
